Budget cuts in many agencies education and travel budgets is very apparent as TPWI has had to cancel its scheduled December 4-day school on "Construction Inspection".  This is the first time TPWI has had to cancel a school due to low attendee registrations.  As of the November 16th registration deadline only 4 attendee registrations had been received.  We assume that the low turnout is due to most agencies having made drastic cuts or elimination of funds for travel and education for the current fiscal year.The low registration count is particularly of concern due to the fact that TPWI's registration fee of $345 is approximately 50% to 75% less expensive than that of other APWA chapters and APWA course offerings for the same identical class.We hope agencies will have better education budgets available in 2010 and take advantage of TPWI's low, all-inclusive fee [ ... ]

APWA offers doscounted Student Memberships for the low annual cost of $25. The Tennessee Chapter will refund the $25 fee for the first 6 applicants from Tennessee. APWA is offering half-price fees for anyone who has Never Been A Member of APWA. The cost for anyone who has never joined APWA is just $65 for the first year. Applicants will also need to pay an additional $15 for annual dues in the Tennessee Chapter of APWA (TCAPWA). You must be a member of APWA in order to also be a member of TCAPWA. The Tennessee Concrete Association will be holding its 2008 Conference on February 21, 2008 at the Embassy Suites in Franklin, Tennessee. The conference begins at 12:30 PM will a Welcome Session by Alan Sparkman, TCA Executive Director and will end with a Reception with Concrete Industry Management Students and Trade Show at 7:00 PM. The year 2007 was a very good year for TCAPWA and its members. The chapter provided various opportunities for existing and potential members to attend various functions aimed at promoting education and professionalism in the public works field. The chapter's Tennessee Public Works Institute held three 4-Day schools which were attended by 94 employees from 30 agencies. The chapter's various Branch Divisions held approximately 10 meetings attended by over 250 people. The Annual TCAPWA Joint Conference was held in Clarksville during October. The conference was one of the highest attended ever and set a record for revenues used for supporting chapter operations and events. Membership for the chapter rose to a record high of 429 members. TTAP will be holding a one day Pavement Rehabilitation Seminar on December 12th at the TDOT Region 3 Auditorium in Nashville. As crude oil prices keep climbing it is a very possible that the statewide average cost for resurfacing in Tennessee could very well reach $75-$85 per ton if not more in 2008 and later years. This course will introduce participants to various means and strategies for assessing and addressing pavement distresses and conditions and determining how to maximize the effectiveness of available funding. Registration is now closed for TPWI's August Supervision class as all 30 slots have been reserved. TPWI will hold its Public Works Supervision 4-Day School August 6-9 in Murfreesboro at the Doubletree Hotel. This class is designed for any current or potential supervisor on any level in a public works setting. The class uses APWA's prepared education module Basic Supervision in Public Works. Atendees to this class will learn how to become an effective supervisor in today's work place. In 2008 TPWI will hold a Public Works Adminstration 4-Day School. A pre-requisite for attending that school is previous attendance to TPWI's Public Works Supervision school. Anyone wishing to attend the Adminstration school and who have not already attended this class have an opportunity to fulfill the pre-requisite requirement by registering for this class. The 2007 TCAPWA Joint Conference will be held in Clarksville October 13 – 16. The Riverview Inn Hotel will serve as the Conference Hotel. The breakfasts and Annual Banquet will be held at the hotel. Technical Sessions and Vendor Exhibits will be held at the new Morgan University Center on the campus of Austin Peay State University located two blocks from the hotel. The Equipment Rodeo will be held at a parking lot on APSU’s campus. This year’s conference is runs from Saturday through Tuesday morning. Exhibitors Conference exhibitors are sought for display at the Morgan University Center on Sunday, October 14th. Set up will be from 10:00AM – 2:30PM on Sunday. Exhibits will be open from 3:30-5:30 PM Sunday and 9:00 until 4:00 on Monday. The 50 booths will be 8’ x 10’ and cost $420, which includes breakfast and lunch for two people. The 2007 TML Annual Conference will be held in Knoxville at the Knoxville Convention Center from June 9-12. TCAPWA continues its involvement in this conference, however, it has changed in two ways from the manner it in which it was involved in past years. Each year there are various “hot subjects” or topics that affect every public works department. These topics typically demand attention from elected officials at some point in time. Too often the first time an elected official learns of these matters is when they receive a meeting agenda packet with background information on a public works project or matter that require approval by the local government’s elected body. The first change in TCAPWA’s participation is that TCAPWA will now try to assist public works directors and managers by using the annual participation in the TML Conference as an important opportunity to advise [ ... ]
The Murphy Snoderly Award is an opportunity for your city to recognize an employee who you believe is doing an outstanding job. The recipient of the award must be an operation level or “working person” employee. The award expressly excludes management-level employees such as Directors of Public Works, Utility Managers, etc. Murphy Snoderly, for whom the award is named, was a long-time engineering and public works consultant for the UT Municipal Technical Advisory Service. He felt that the working person, the man or woman who day in and day out picks up garbage, patches streets or performs dozens of other chores at a relatively low pay scale, should be recognized for dedication and services to the community.
